NSFOCUS Awarded “Excellent Solution for Government Website Security”
 
On December 17, 2009, the “Fourth Chinese Characteristic Government Website Evaluation Release Conference of the 2009 Chinese Government Website Performance Evaluation” was held in Beijing Media Center Hotel. NSFOCUS revealed part of the 2009 Government Website Trojan Monitoring Report, showing that the situation in government website security is still grave, and potential risks and threats still have impact on government images and government affairs websites due to lack of security index on performance evaluation system. Sun Tie, Director of NSFOCUS Government Marketing Department, illustrated security assurance solutions on government websites and introduced functions of the Web security monitoring platform, in the hope of discovering vulnerabilities in a government website in advance through security assessment services, avoiding Trojan plant and potential threat proactively.

China has become the country that has the most netizens. Today, network prevails and website information posting has an obvious advantage compared with traditional media. With broader implementation of the “Open Administration” policy, government websites have become a crucial bond connecting common people and enterprises with the government. Government websites not only post information but also provide services to the outside. In the near future, the ideal way for enterprises and individuals to “communicate” with the government is “network-based one-stop service”.

Yet, under the circumstance of more important and prevailing government websites, their security status is non-optimistic—various security risks threaten website business applications, and performance evaluation system on government websites lacks security index. Sun Tie released the latest research report on planted government websites on his speech “Security Evaluation and Security Protection on Government Websites”, showing that over 60,000 websites (second-level domain names included) were monitored from May to December, 2009, and 175 websites were found planted with Trojan, taking up 26% of the total. Each of the planted websites is manipulated three times in average, and lasts an average time of 214 hours.

From January to October, 2009, echinagov.com undertook an activity "performance evaluation on provincial administrative websites of 2009" that is commissioned by an information center of a state ministry. NSFOCUS was invited to work out the security index of the government website evaluation system and monitor these websites specifically. Analysis shows that as high as 68% of the websites harbor security threats of different severity levels, and 16% are highly risky. It is detected that some attackers have injected malicious code into these websites (called “Trojan Plant”). Even some excellent websites that are highly appraised by this activity have severe security problems.

As the window connecting the government and common people, security of government websites is an essential task that requires imperative measures. At last, Sun introduced the whole package of security solutions from perspectives of regulatory compliance and Web application security prevention, enabling government websites to prepare actively before the attack, prevent effectively during the attack, and restore and monitor comprehensively after the attack, finally ensuring all-dimensional security.
